Preheat your oven to 350°F (175°C).
Melt butter in a heavy saucepan. You can do this in the microwave or on the stove using a gentle heat method. Mix until smooth.
Add brown sugar and cocoa powder to the mixture. Remove from heat and mix well.
Allow this mix to cool for a while. When it is cooled, add eggs.

In a separate bowl, whisk together flour, baking powder, and salt.

Drop spoonfuls of dough onto a lined baking sheet. Coat with powdered sugar as icing. Leave some space between them. Bake for 10-12 minutes. The edges should be set, but the center should still be soft.
